Pdf Reflow From Scans

Pdf reflow is close to essential if you want to read pdfs on a small screen, such as an iphone. This means that you can ask the pdf reader to 'reflow' or 'word-wrap' text so you can read it with only vertical, not horizontal, scrolling. Current ones, however, only work when the pdf has text as text. If your pdf is a scan of a book or journal article, the reader would have to do ocr and none of them seem to. Why not?
